About Our Ministry

Joe and Kelly Blankenship realized that there was a great need for a youth program in Pulaski County centered around youth in crisis, so in 2006 they founded a non-profit organization called The Rock Youth Center of Pulaski.

The Rock Youth Center, led by incredible volunteers, started a journey to support and guide youth through programs that focused on health and wellness, youth development and spiritual guidance.

In July of 2019, The Rock Youth Center of Pulaski, changed its name to The City of Refuge Pulaski and became an affiliate of City of Refuge Atlanta. Through a growing partnership with Atlanta, Joe and Kelly utilized their resources and developed a ministry that not only reached the youth of Pulaski, but their families.

The City of Refuge Pulaski is home to Look up Fashion Boutique (Dress for Success), Mama Bear Clawset, Arise Salon, COR Afterschool Enrichment Program/Youth Development, Vocational Training Center, and a newly remodeled Industrial Kitchen. A building that is adjacent to the Dora Highway facility was recently acquired and will be the home of the new COR Food Bank Center.

Joe, Kelly and all City of Refuge Pulaski volunteers look forward to witnessing the many lives that will be changed through bringing light, hope and transformation to Pulaski County.
